You go into neighborhoods, you clamp down, you provide a secure environment for the people that live there, and you make sure that the known criminals are kept under control. And you provide them with a stable environment and then they cooperate with law enforcement, etc, etc.
It’s positively repulsive to hear comments like this. There was no sectarian conflict in Iraq before Bush invaded the country on false premises and flawed intelligence. Despite the fact that there were no WMDs to be found and Saddam had no connection Al Qaeda, Bush invaded Iraq and started a sectarian war that claimed hundreds of thousands of lives and cost hundreds of billions of dollars. There is no standard by which the Iraq war can be viewed as success.
