Outrage Fatigue

I, like Roderick Long, haven’t had much to say about the war on Iraq lately; Roderick chalks it up to outrage fatigue. I think that’s right, but I don’t think–as one might take Roderick’s post to imply–that it’s merely a matter of personal psychology. The issue itself is tired: in the presence of such callous and brutal disregard for the truth, for rational argument, for other people’s lives and livelihoods, or for basic human dignity, there is no commentary left; at most you can only point out what you already said, and anything else is just more talk. The moral, political, and human disaster is, at this point, something so searingly obvious that it can only be shown, not said.

The War Party has surpassed both calumny and satire; there’s nothing left to us but the methods of Karl Kraus: to simply repeat what is being said verbatim, without comment. Wovon man nicht sprechen kann, dar?@c3;bc;ber mu?@c3;178; man schweigen.

Property to the People: the Leftist case for privatization

For those who may be interested, here’s a bit more about my troubles with the public utilities, and a reply to my friend Sergio Méndez’s comments.

A new router was ordered and arrived some days ago (you may have guessed as much from the increased volume of posts), and thanks to Microsoft Corporation decision to exit the wireless market, I managed to get a faster, more secure, and much more reliable wireless LAN (802.11g secured with WPA, nosy) in my house for fire-sale prices.

The water is back on, for the time being at least, and the power surges have–as far as I can tell–stopped. On the other hand, they didn’t stop before they had also fried my cable modem–meaning that for a while I was not only without a router, but not even able to plug my laptop in directly for Internet access for even a limited part of the day. Thanks, tax-supported utilities!

We’re renting the equipment from Comcast, so I took it into their payment center; they swapped it out for a new one with no questions asked and at no charge.

Meanwhile, the road outside of my house is still torn up, a month and a half after they ripped the pavement up.

I say this by way of an entre into replying to Sergio’s comments on my post. He quite rightly prods me about what is said and what is left unsaid in my post:

Charles, with all due respect…Do you actually think it will have been different if the public roads and electricity company was privately owned?

Short answer: yes. Longer answer: it would be a little bit different no matter what, but a lot depends on what is being envisioned as the form of private ownership.

I think that what Sergio has in mind here is something like the wave of IMF-driven privatization schemes for government utilities in Latin American and sub-Saharan Africa, and the Republicans’ idea of a programme for privatization in America (those Republicans, at least, who still harbor faint dreams of being something other than shameless lackeys for the Bush Administration’s economic royalism). I can sympathize with having a lot of misgivings over the idea of privatization if that’s the only kind that’s on offer; and in the present political environment (where brazen Mussolinism passes for free marketeering) it may very well be the only kind that’s likely to happen in the near future. But it’s worth remembering that privatization just means the transfer of businesses and resources from government control to control by individual citizens or groups of them–which does not necessarily mean selling them off in sweetheart deals to large corporations. It could mean something quite different, and something very much more humane and empowering.

I’ll have more to say about that in a moment. But first I want to note an important aspect in which even traditional corporate-driven privatization of utilities would have made a difference to the sort of crap that government providers put us through. One of the arguments that people give all the time when they are arguing for nationalizing utility services is that utilities need to be provided by projects that are accountable to the people, and not to the bottom line; thus, they should be entrusted to the elected government in a liberal democratic polity, and not left to the hard-bitten world of corporate commerce. But this neglects an extremely important point: the degree to which being accountable to the bottom line makes them accountable to the public–at least if the public here is taken to mean you, the individual person having to deal with them, and not some Rousseauian mystification of the the general will. (Since I entirely lack a general will, I’ll leave any questions concerning it to other, more enlightened commentators.)

Don’t get me wrong: corporations can be huge assholes. In this vale of tears, there are people who are foolish, short-sighted, irresponsible, avaricious, or cruel, and no small number of them seem to be in the world of business. I realize all this, and I want a radically different world; the red in my flag means socialism. But the black in my flag means anarchism, and I don’t see any reason to think that people in government bureaucracies would be somehow more angelic than those in corporate bureaucracies, so I think the important question to ask is one of incentives. And if you look at the incentives, the facts are that you, personally, can make a difference on the margin when you are dealing with a private company, whereas you can’t with the government. Think of it this way: who is going to be more accountable to you and more ready to help you with your problems–someone who could lose $60/month right now if you’re unsatisfied, or who has the power to take your money for the service whether you like it or not, who was appointed by some other person, who in turn might lose your one vote amongst the thousands or millions that determine whether or not they will keep their job–if you’re so pissed off that one or two or four years from now the crappy service from your public utilities happens to be the deciding factor for your vote? (And who, by the way, will suffer no marginal loss whatsoever of power or responsibility or income for having lost one vote that they had before….)

Let alone if you happen to live in a Black neighborhood (or a working-class white neighborhood), or if you are a woman, or a member of any number of other groups who are drastically underrepresented in the government and who are often dismissed or marginalized in the political process.

Of course, you might object that these are all reasons for democratic political reform: if it’s so hard for individual citizens (especially those without established political connections) to make any difference to how government-run utilities do business, then why not make politicians more accountable to the citizens, by instituting reforms like public comment periods, shorter election cycles, term limits, citizen recalls, voter initiatives, and so on? Well, fine–and I think these would all be laudable reforms. But if you get to change around the constitution of the government for hypothetical purposes, then I should certainly be able to put forward ideas based on a radically environment in terms of the coordination of businesses, private ownership, and privatization of government resources. If we’re talking about instituting fundamental reforms, then why not also talk about what privatization would be like with fundamental reforms to how services are privatized and who gets chances to buy up the resources?

Imagine what it would be like if privatization meant that you and your neighbors (organized into a neighborhood co-operative) owned the street in front of your house? If privatized parks meant selling land to the Trust for Public Land rather than corporate developers, or simply donating park land as public property (instead of government property: for the difference, see Roderick Long‘s essay, In Defense of Public Space)? If privatized water meant that the local government would sell different parts and aspects its water works to a half-dozen local groups, including worker-owned union shops and not-for-profit co-operatives? If privatized electricity meant no more subsidies for huge, centralized fossil fuel plants and selling power wires to local neighborhood associations that work towards putting up small-scale solar energy production from panels on their roofs? That you and your neighbors were the ones who made the decisions about when your road needs to be fixed and who should be hired to fix it? That you can switch power companies if their service causes power surges and they refuse to compensate you for equipment destroyed, or switch water companies if they start turning the water off without warning for hours at a time? If it meant that utilities would be in the control of a vast, bottom-up network of individual people, voluntary associations, and local co-operatives making the decisions about what they want and need?

I can tell you one thing for sure: nobody on Olive St. would be paying for a bunch of assholes who leave our road torn up for a month and a half while they go work on other stuff.

If you want the services that matter to your life to be provided cheaply and reliably, with high quality and under your own control rather than the control of unaccountable bureaucrats, then the answer to Behemoth corporations is not a Leviathan state! The answer is a society based on local autonomy, co-operative production, and mutual aid–that’s cooperative, not coerced, and mutual aid, not the crumbs of tax monies that the sovereign deigns to drop from the table. Freedom makes your life better. And if it is done in a spirit of giving the people back their own, rather than in the spirit of cutting sweetheart deals with big corporate contributors, then it will especially make life better for people who have historically been oppressed and disenfranchised. That’s not actually the primary reason you should support it (your primary reason should be that other people are not your property). But some things are valued both for themselves and for their consequences; and as consequences go, this is as good a reason as any.

Some Good News

Here, at least, is some good news: a Chilean appeals court has lifted Augusto Pinochet’s immunity from prosecution for crimes committed during his seventeen-year reign of terror from September 11, 1973 to March 11, 1990.

Whether you take it as a fortunate bit of synchronicity or as a sign in these dark times, the hope that war criminals on the lam might at last stand accountable for the thousands they have left murdered or maimed in their lust for power should be a welcome one–even though our own remain tenuously shielded in the comfort of their homes, for now.

Eric Alterman, the whitest Leftist on the planet

The Nation is a well-written, insightful magazine that’s well worth reading. Eric Alterman is one of the best popular media critics today. These are people well worth supporting with your time, money, and attention. Nevertheless, I can’t find an ounce of sympathy for them in my heart–or an ounce of pique at Aaron McGruder–on reading The New Yorker‘s profile of McGruder and its account of a shouting match between McGruder and white liberals at a recent $500-a-plate dinner for The Nation:

On the day of Saddam Hussein’s capture, last December, the left-leaning political weekly The Nation celebrated its hundred-and-thirty-eighth birthday. It was a Sunday night, and the weather was dreadful–forbiddingly cold and wet, heavy snow giving way to sleet–but three hundred people could not be deterred from dropping five hundred dollars a plate for roast chicken amid the marble-and-velvet splendor of the Metropolitan Club, on Fifth Avenue.

Toward the dessert (chocolate torte) portion of the evening, Uma Thurman rose to introduce a special guest: Aaron McGruder, the creator of the popular and subversive comic strip The Boondocks, who, as it happens, had travelled farther than anyone else to be there, all the way from Los Angeles. McGruder, one of only a few prominent African-American cartoonists, had been making waves in all the right ways, poking conspicuous fun at Trent Lott, the N.R.A., the war effort. … It seemed to be, as a Nation contributor said later, his coronation as our kind of guy.

But what McGruder saw when he looked around at his approving audience was this: a lot of old, white faces. What followed was not quite a coronation. McGruder, who rarely prepares notes or speeches for events like this, began by thanking Thurman, the most ass-kicking woman in America. Then he lowered the boom. He was a twenty-nine-year-old black man, he said, who got invited to such functions all the time, so you could imagine how bored he was. He proceeded to ramble, at considerable length, and in a tone, as one listener put it, of militant cynicism, with a recurring theme: that the folks in the room (courageous? Please) were a sorry lot.

He told the guests that he’d called Condoleezza Rice, the national-security adviser, a mass murderer to her face; what had they ever done? (The Rice exchange occurred in 2002, at the N.A.A.C.P. Image Awards, where McGruder was given the Chairman’s Award; Rice requested that he write her into his strip.) He recounted a lunch meeting with Fidel Castro. (He had been invited to Cuba by the California congresswoman Barbara Lee, who is one of the few politicians McGruder has praised in The Boondocks.) He said that noble failure was not acceptable. But the last straw came when he dropped the N-word, as one amused observer recalled. He said–bragged, even–that he’d voted for Nader in 2000. At that point, according to Hamilton Fish, the host of the party, it got interactive.

Eric Alterman, a columnist for The Nation, was sitting in the back of the room, next to Joe Wilson, the Ambassador. He shouted out, Thanks for Bush! Exactly what happened next is unclear. Alterman recalls that McGruder responded by grabbing his crotch and saying, Try these nuts. Jack Newfield, the longtime Village Voice writer, says that McGruder simply dared Alterman to remove him from the podium. When asked about this incident later, McGruder said, I ain’t no punk. I ain’t gonna let someone shout and not go back at him.

Alterman walked out. I turned to Joe and said, I can’t listen to this crap anymore, he remembers. I went out into the Metropolitan Club lobby–it’s a nice lobby–and I worked on my manuscript.

Newfield joined in the heckling, as did Stephen Cohen, a historian and the husband of Katrina vanden Heuvel. It was like watching LeRoi Jones try to Mau-Mau a guilty white liberal in the sixties, Newfield says. It was out of a time warp. Who is he to insult people who have been putting their careers and lives on the line for equal rights since before he was born?

Can you see his face as he says this? The teeth gritted, the lip curled up, the words Ungrateful negro– just barely stifled between his tongue and his teeth.

Nevertheless, Newfield is right in one respect: the whole fracas reads like a bad flashback from the 1960s. Not, however, for the reasons that Newfield thinks it does: what feels like it came out of a time warp is a bunch of pretentious, comfortable white radicals (oh, I’m sorry, progressives — a terminological shift that looks like a bad flashback from the 1910s) lecturing everyone else on how to do enlightened politics, patting themselves on the back, angrily shouting down speakers they disagree with, and snivelling about anyone who says things that make them feel guilty.

Here, meanwhile, is what McGruder has to say about the whole thing:

At a certain point, I just got the uncomfortable feeling that this was a bunch of people who were feeling a little too good about themselves, McGruder said afterward. These are the big, rich white leftists who are going to carry the fight to George Bush, and the best they can do is blame Nader?

There’s not much to say on the latter point that I haven’t already said elsewhere in considerably more depth; the main thing to stress here is that, while I have quite a few problems with Green Party strategy since the 2000 election, and a lot of problems with Nader’s campaign for 2004, it’s dreadfully foolish for lefty Democrats to waste their time and effort alienating people who are sympathetic to the independent party movement with slash-and-burn Nader-blaming tactics. The target is Bush: energize your base by taking the fight to him and you will win. Demoralize your base with hectoring and finger-pointing and you will lose, and you will deserve to lose.

It’s the former point that I want to dwell on for a moment: the stifling sense of complacency and self-congratulatory politics that we on the Left are all too often prone to. If there is a characteristic vice of the white, male Left, it is pride: specifically, the phony simulacrum of self-worth that comes from indulgence in a certain sort of Pharisaic purity. The basis of our politics, after all, is the repudiation of some of the very roots of the society we live in — the ugly, daily realities of white supremacy, gay-bashing, war, colonialist occupation, men’s rape and battery against women, and so on. The constant temptation is to act as though we’ve somehow managed to extricate ourselves from the sins of the society that surrounds us, and to purify ourselves through our own virtue.

What happens when that self-image is endangered is all too familiar–all too often we answer criticism with a sort self-righteous, defensive backlash. (This is a lesson that we owe especially to the writings by feminists on the male Left; see, for example, Cocktales, anthologized in Dear Sisters; everything I say here about the white Left just as much to the male Left, the straight Left, the collegiate Left, or whatever form of privileged background you care to look at.) And when this happens, the tactics are all too familiar. We change the subject from what we’re doing to how we’re feeling and what we’ve done–changing the subject from institutional structures and the interpersonal character of our acts, to our own personal good intentions. It shifts from being a question of whether or not I’m doing something fucked up (and if so, what I can do to be accountable for that), to being a question of whether I’m one of Us or one of Them (the bigots, the running-dogs, the misogynists, the Bush Administration–everyone that I, the pure one, have defined myself against). From there it’s not far to taking up criticism as a personal attack rather than as a serious critique; and it becomes very easy just to attack back, to scapegoat the critic and–natch–to reiterate all the virtuous things I’ve done for you (or think I’ve done, anyway), that set me apart from the demoniacal Them–and how dare you not realize it, &c.

But if we want to help build an open and just society, some day or another we are going to have to answer for all the big and little ways that we’ve participated in injustice–and the sooner the better for all concerned. Courage, and pride in accomplishments, is a great thing to have — but without humility and accountability there is no real courage or pride; there is only boldness and egotism. Salvation needs works, but it also needs grace; good intentions alone won’t feed a person who’s hungry or stop an assault or defuse a bomb. I, for one, haven’t always made my good intentions do some good for other people more than once; and I know also that I’m not the only one, either. If pompous white radicals progressives won’t cop to that on our own, then we could use a good Mau-Mauing every now and again–hell, anything to get us to sit down and shut up and think about what other people are saying for two seconds. It’s not about guilt, and it’s not about radical chic. It’s about having the guts to acknowledge that you’ve fucked up from time to time (and if the elite Left hasn’t been fucking up pretty frequently for the past two decades, what the hell has it been doing?!) and having the humility to listen to people (even if you disagree with half of what they are saying) when they take you to task on it.

Aaron McGruder was right; folks like Eric Alterman and Jack Newfield write some good stuff, but they are feeling way too good about themselves. If McGruder’s shock therapy did not work, then I’m not sure what to suggest, except perhaps a long-term prescrption of Daily Abnegations. Every morning, before they sit down to work, maybe they should repeat to themselves: Black people know more about racism than I do. Women know more about sexism than I do. Poor people know more about poverty than I do. Now let’s work together to do some good by the end of the day.

This may seem like a tall order for someone like Eric Alterman, who describes himself as A contributor to virtually every significant national publication in the US and many in Europe, but surely the most honest and incisive media critic writing today can suck it up and manage it.

Aid and Comfort

Thanks to our War President, equating political dissent with an act of treason has become something of a national pastime in Republistan. Tom Tomorrow has already commented on this phenomenon in connection with televised sociopath Ann Coulter, but while Coulter is certainly a dangerous lunatic there is at least this one point in her favor: a significant part of her book is devoted to documenting what she takes to be overt acts of war, and material assistance to the enemies of the United States (especially the Soviet Union). Of course, her case is based mainly on distortions, fabrications, and nonsense; but it still puts her a step above the foot-soldiers of tyranny who simply drag out the language of “aid and comfort to the enemy” explicitly and directly on the basis of nothing more than peaceful dissent from the President’s war policy.

Consider, for example, a fellow named Dan Kuykendall, who (during my time in the Auburn Peace Project) decided that it would be best to notify the Opelika-Auburn News that rallies opposing the war on Iraq give aid and comfort to the enemy, and mused that Isn’t the definition of treason giving aid and comfort to the enemy? Since then, the rhetorical tactics haven’t changed much; consider this contribution to Blockheads for Bush, commenting on Ted Kennedy’s recent missives against Mr. Bush’s war:

Let us be clear about this – there are legitimate criticisms to be made about the liberation of Iraq; about whether or not we should have gone in, and about the manner in which we went in, and about how we have performed since we went in; there are, however, no legitimate criticisms to be raised about the reason we went in, nor can there be any legitimate point for an American to make other than that we should be doing more to win this fight. To criticise the reasons we went in and/or to do anything which indicates an unwillingness to see this thing through to final victory is the statement of a fool, or a traitor. No two ways about it.

We’ve given the left a pass long enough – its [sic] time for those who are of leftwing opinion to make their final call: which side of the river are you on? If you’re on America’s side, then you want total and overwhelming US victory – and just to really spell it out; this means that our enemies are dead or begging for mercy. I challenge you – choose, and let you be known for what you are by what you choose – patriot, or traitor.

(Subsequent comments make it clear that most of the Bush League takes the traitor horn of the dilemma. Some offer the charitable suggestion that Ted Kennedy might be both stupid, and a traitor.)

I sent a letter to the editor of the Opelika-Auburn News in reply to Mr. Kuykendall back in April 2003; since the underlying rhetoric hasn’t changed any in the ensuing year, the reply was a useful template for my comment on the BfB article:

Treason is a federal crime, defined in Article III, Section 3 of the Constitution, which says Treason against the United States, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court. Apparently at least some of the commentators on this weblog have read the passage, as they refer to the aid and comfort language. Unfortunately, it seems that they have also failed to read Amendment I, which reads Congress shall make no law … abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.

The Founders did their best to make very sure that the Constitution prevented the government from using charges of Treason to suppress peaceful dissent. That is why the language of the article clearly states that the law of treason to be invoked only for overt acts with the intent to wage war on the United States, or to provide concrete, material assistance to those who do.

If anyone has evidence that Ted Kennedy has committed such a serious federal crime, they should contact the FBI field office in Boston at (617) 742-5533. Otherwise, baseless insinuations against Mr. Kennedy, for nothing more than disagreeing with George W. Bush’s foreign policy, amounts to little more than a shameful proposal for tyranny. You have every right to agree or disagree with Mr. Kennedy’s policy; you have no right to make such scurrilous attacks against fellow citizens on the basis of mere political disagreement.
