Over My Shoulder #30: Shana Penn on the women who built the Polish dissident press, from Solidarity’s Secret: The Women Who Defeated Communism in Poland (2005)

Here’s the rules:

Here’s the quote. This is from the introductory chapter of Shana Penn’s 2005 study, Solidarity’s Secret: The Women Who Defeated Communism in Poland (ISBN 0-472-11385-2). Penn is discussing what she found when she went to Poland to research Solidarity, the worker’s opposition movement that played a decisive role in the collapse of martial law and the Communist regime itself in Poland during the 1980s.

The prisons and internment camps made up another major locus of dissent. After the imposition of martial law, defiantly irrepressible intellectuals such as Adam Michnik and Jacek Kuro?@c5;201e; communicated from their jail cells, appealing to the nation to stop living lies and, instead, to live as if we are free. The imprisoned writers penned dazzling essays that were smuggled to the illegal press for publication.

It was the opposition press, which flourished illegally for most of the 1970s and 1980s, that was the third of the major, nonfactory sites of resistance. That enterprising, albeit clandestine, industry, brought people together on the same page, so to speak, to get real news, not state propaganda, and to debate what an open society might look like. The illicit newspapers, magazines, bulletins, and books it published were called bibu?@c5;201a;a, the Polish term for illegal papers produced during periods of censorship. Analogous to the Russian word samizdat, to self-publish, bibu?@c5;201a;a had the advantage of being a Polish word.

It was the illegal press that provided 1970s oppositionists with a practical vehicle to activate and coalesce support from the three, very different social groups that were fundamental to making change: the Intelligencja (a nineteenth-century way of saying public intellectuals and a term that continued to be used through 1989); the Workers, with a capital W (a purely communist term that the opposition brilliantly appropriated to argue for free trade unions); and the Polish Catholic clergy, the spiritual leaders most tolerated in the antireligious Soviet Bloc. (The political restraints on their power made the clergy unusually tolerant. They turned their backs on abortion and divorce, and they assisted women activists, even those who were single mothers, such as several of the protagonists of this story.)

Significantly, the illegal press was the chief playing field on which women were able to carve out distinctive, influential roles for themselves in the opposition. They distinguished themselves as editors, publishers, journalists, and communications strategists long before the world beyond Poland’s police-patrolled borders had begun talking about the Information Age. Much of my research leading to this book was to take place in the realm of the opposition press, but I had no inkling of that when I began my journey.

Arriving in Warsaw in the summer of 1990, I was aware that women made up approximately 50 percent of Solidarity’s ten-million strong membership–proportional to women’s presence in the labor force. However, their political representation in the formal solidarity structures was significantly smaller. As one rose in the Solidarity hierarchy, the numers of women diminished. Only 7.8 percent (69) of the 881 delegates to the Solidarity Congress [in September 1981] were women; only one woman sat on the National Executive [Committee], reported U.S. historian Barbara Jancar.

As I began collecting Polish women’s stories, I kept the following questions in mind: If Solidarity’s political leadership was male dominated, in what ways, then, had women participatd? Were there particular issues or activities to which they gravitated? Did they demonstrate special organizing styles? Were there unsung heroines among them or any forgotten events?

The first clues surfaced when several women I interviewed in the summer and winter of 1990 made statements such as the following:

A group of women in Warsaw managed the Solidarity Press Agency after Solidarity was created; then they organized Tygodnik Mazowsze [Regional Weekly] during martial law; and after 1989, they created the first free press, Gazeta Wyborcza [Election Gazette].

When martial law was declared, woemn started the underground in Warsaw.

Men thought they were in charge, but women pulled all the strings.

Listening to first one woman’s memories and then another’s, I heard a subject (a group of women), a place (the Warsaw underground), an occupation (the media), and a date (after the Decemer 13 declaration of martial law) repeatedly linked. Alerted to the possibility that something of consequence might connect the individual stories being told, I formulated a new core interview question: Where were you when martial law was declared, and what did you do? The following picture emerged:

After Solidarity spent sixteen months flexing its newly legal political muscles, the government declared martial law and immediately arrested some ten thousand activists–around nine thousand men and one thousand women. With most of the male leadership either imprisoned or driven into hiding, a core group of women rose up to reconnect Solidarity’s nationwide network of contacts, to protect the leaders in hiding from the secret police, to arrange meetings, and to smuggle money and equipment into the country. By January 1982 a uniquely all-female team based in Warsaw had pulled together unions and volunteers, moved typewriters and printing presses into attics and back rooms, and begun producing Tygodnik Mazowsze, which became the voice of the Solidarity underground.

Working as a team, the women possessed the management skills, confidence, and media savvy to organize a large-scale, illegal publishing operation that served the entire nation, mobilized hundreds of thousands of individuals in support of Solidarity, and enlisted the help of thousands of supporting players–from reporters and printers to distributors and smugglers. The paper thus bolstered the growth of civil society under the repressive conditions of martial law, when it was humanly and technically almost impossible to coordinate nationwide activity.

Like nearly everyone else, the secret police were unaware that the leading newspaper of the 1980s underground was a female-run enterprise and that the thousands of people who helped produce and distribute it took their instructions from an all-woman editorial team. Blinded by sexism, the secret police hunted diligently for the men they assumed to be behind the newspaper–Solidarity men in hiding whose names had appeared in bylines. Keen to arrest and silence the paper’s key personnel, the police completely overlooked its editors and publishers–Helena Luczywo, Joanna Szcz?@c4;2122;sna, Anna Dodziuk, Anna Bikont, Zofia Bydli?@c5;201e;ska, and Malgorzata Pawlicka. They also overlooked Ewa Kulik, who coordinated the operations of the Warsaw underground in collaboration with Tygodnik Mazowsze. These seven women called themselves Damska Grupa Operacyjna (Ladies’ Operations Unit), or simply DGO, and they form the core group of this study.

Most of these women could trace their roots as oppositionists back as far as high school; many were involved in the brutally suppressed student protests of 1968; and by the mid- to late 1970s the majority had already anchored their activism in the arena of illegal publishing, which was just becoming a mainstay of the growing democratic opposition. When Solidarity became legal, many of the DGO women ran the Solidarity Press Agency, called AS, communist Poland’s first uncensored news service and digest. During martial law they made Tygodnik Mazowsze a reality. And when it was time to clear the political ground for democratic governance in 1989, they founded the first postcommunist daily, Gazeta Wyborcza.

Beginning with their work at AS, the women shaped illegal publishing into an instrument of civic activism. They made a point of building up their communication channels so they could be used to foster a well-informed society. They planned media strategies on the premise that knowledge is power and communication is the underpinning of action. By December 13, 1981, they were already skilled at publishing and distributing newspapers, organizing protests, and petitioning the government, and when martial law craced down, they reacted immediately. Determined to outmaneuver the military junta, these women were poised to lead the telerevolution.

Martial law was not a time for spectacular actions, for demonstrating, for organizing public events, or making speeches. To throw a bomb against [the authorities] would have been suicide, Polish émigré author Irena Grudzi?@c5;201e;ska-Gross told me in 1991. The road to salvation [was] in thinking and creating. … Without Tygodnik Mazowsze, the underground could not have existed. It was a form in which political opinions and declarations could be made. It was a link among people in finding sympathizers in a dangerous time when people were dispirited.

In a 1999 interview that appeared in Media Studies Journal, Polish-born journalist Anna Husarska confirmed what Irena and several Solidarity women had told me years earlier. The media and especially the print media were Solidarity. All right, Solidarity was a trade union and the workers had demands and the intellectuals supported the workers, but the civil society in Poland was built through the underground press. Almost everybody was involved in either the writing or the printing or the distributing or the transporting or even the producing of the ink. Everyone felt involved. What Husarska did not note or explore, either in this article or in her 1989 piece in the Book Section of the Sunday New York Times, were the identities of the women behind the underground press she described and analyzed.

In 1985 Barbara Jancar published an essay that discussed women’s role in the Polish opposition in the 1970s and 1980s. She concluded that Solidarity’s leadership was male dominated and that its reform agenda did not consider women’s interests outside the family. She also characterized women’s activism at the time as having been spontaneous, symbolic, and endorsed by men. While her essay remains an important introduction to gender dynamics in the Polish opposition, it does not uncover the identities or the roles of women spearheading the opposition press, who were intellectuals, not working-class women. Jancar’s main focus was on women workers because Solidarity was regarded as a working-class phenomenon. There was no indication in her findings that some women had already begun to institutionalize their distinctly female methods of operation at locations outside the realm of workers’ strikes.

The view from inside the movement looked wholly different from what those outsiders had recorded. It came as a great surprise when I listened to Wroclaw activist Barbara Labuda characterize women’s role in the underground during our first interview in 1991. Men didn’t have the skills to manage the underground. Women were the brainpower, she declared. The women chiefs, as she referred to the regional activists, rebuilt the communication channels, organized secret meetings, arranged for the transfers of money, found contacts at Western embassies, spoke to the press, and developed relations with local and foreign clergy. When Solidarity members needed aid, they came to the women. When Western reporters requested interviews, they met with the women. I gave a lot of the interviews but not in my name. I wrote all of the men’s speeches, Barbara admitted. My women friends in other regions share experiences similar to mine–we had to protect our own identities.

In order to protect their identities from discovery by the government or the secret police, the Tygodnik Mazowsze editors insisted on anonymity when speaking to the Western press and perpetuated the myth of working-class men as the superstars of resistance. They worked behind the scenes as invisible organizers in order to publicize the words, deeds, and leadership of their male colleagues. Strategically, they felt that this was the way to gain popular support and to rebuild the splintered movement. And they succeeded.

An Open Question for Drug Patent Advocates

Defenders of intellectual enclosure almost always point to the pharmaceutical industry in order to defend patent laws on consequentialist grounds. The idea is that it’s very risky to invest money into new drugs, since new drugs take years of expensive new research and development, which often fails to pan out a marketable new drug. If the successful avenues of research weren’t so very lucrative, then pharmaceutical companies would not be pursuing nearly as much new research as they do. So, therefore, you shouldn’t undermine the patent restrictions that make successful new drugs so very profitable to develop. Here’s a typical example from Greg Mankiw’s Blog, in light of the election results:

My interpretation: The Dems will likely give us lower drug prices and less research into new drugs. Good news if you plan to be sick soon. Bad news if you plan to be sick in the more distant future.

Whether or not this is empirically true, if Mankiw intends to provide some guide to policy, then it requires you to know somehow or another what the right amount of money to devote to new drug research would be. (It’s silly to claim that a policy will prevent enough money going to new drug research if you have no idea what would count as enough.)

So, here’s the problem, and the open question. The most efficient level of investment in new drug research is probably greater than zero. And it’s certainly less than infinite: my resources aren’t infinite and neither are yours, and each of us needs many things in life besides research into new drugs. But beyond that, patent advocates pretty much never say anything at all about what the right amount of money to spend is, or how they would know what it is.

So–in the absence of free, competitive bargaining by drug-takers with drug-makers over how much the new drugs are worth to the would-be customers–just how do you calculate what the most efficient level of investment in new drug research would be?

At first this may seem paradoxical, but it has been demonstrated by economic analysis: the metaphysical act of exchange, in addition to labor, but by a different method from labor, is a producer of real value and of wealth. Furthermore, this assertion will astonish nobody who reflects that production or creation signifies only change of form, and that therefore creative forces, labor itself, are immaterial. So that the merchant who has enriched himself by real speculation, without usurious profit, enjoys the fortune which he has acquired by a perfectly just title: his fortune is as legitimate as that which labor has produced. And pagan antiquity, as well as the Church, has unjustly aspersed commerce, upon the pretext that its rewards were not the remuneration of real services. Once again, Exchange, an entirely immaterial operation, which is accomplished by the reciprocal consent of the parties, cost and distance of transportation being allowed for, is not merely a transposition or substitution, it is also a creation.

Commerce, then, being in itself a producer of wealth, men have engaged in it with ardor in all ages; no need for the legislator to preach its advantages and to recommend the practice of it. Let us suppose, what is not an absolutely absurd supposition, that commerce did not exist, that with our vast means of industrial execution, we had no idea of exchange: it is easy to see that if some one should come to teach men to exchange their products and trade among themselves, he would be rendering them an immense service. The history of humanity mentions no revolutionary who could compare with such an one. The remarkable men who invented the plough, the vine, wheat, did not rank above him who first invented commerce.

… Do you have it yet? If not, here’s another clue. It’s the same author who said this, later in the same work:

You say that you will make but few laws; that you will make them simple and good. That is indeed an admission. The Government is indeed culpable, if it avows thus its faults. No doubt the Government will have engraved on the front of the legislative hall, for the instruction of the legislator and the edification of the people, this Latin verse, which a priest of Boulogne had written over the door to his cellar, as a warning to his Bacchic zeal:

Pastor, ne noceant, bibe pauca sed optima vina. [Pastor, for your health, drink but little wine, but of the best.]

Few laws! Excellent laws! It is impossible. Must not the Government regulate all interests, and judge all disputes; and are not interests, by the nature of society, innumerable; are not relations infinitely variable and changeable? How then is it possible to make few laws? How can they be simple? How can the best law be anything but detestable?

You talk of simplification. But if you can simplify in one point, you can simplify in all. Instead of a million laws, a single law will suffice. What shall this law be? Do not to others what you would not they should do to you: do to others as you would they should do to you. That is the law and the prophets.

But it is evident that this is not a law; it is the elementary formula of justice, the rule of all transactions. Legislative simplification then leads us to the idea of contract, and consequently to the denial of authority. In fact, if there is but a single law, if it solves all the contradictions of society, if it is admitted and acceptedby everybody, it is sufficient for the social contract. In promulgating it you announce the end of government. What prevents you then from making this simplification at once?

One more clue? Later in the same work, the same author wrote:

To be GOVERNED is to be kept in sight, inspected, spied upon, directed, law-driven, numbered, enrolled, indoctrinated, preached at, controlled, estimated, valued, censured, commanded, by creatures who have neither the right, nor the wisdom, nor the virtue to do so…. To be GOVERNED is to be at every operation, at every transaction, noted, registered, enrolled, taxed, stamped, measured, numbered, assessed, licensed, authorized, admonished, forbidden, reformed, corrected, punished. It is, under the pretext of public utility, and in the name of the general interest, to be placed under contribution, trained, ransomed, exploited, monopolized, extorted, squeezed, mystified, robbed; then, at the slightest resistance, the first word of complaint, to be repressed, fined, despised, harassed, tracked, abused, clubbed, disarmed, choked, imprisoned, judged, condemned, shot, deported, sacrificed, sold, betrayed; and, to crown all, mocked, ridiculed, outraged, dishonored. That is government; that is its justice; that is its morality. And to think that there are democrats among us who pretend that there is any good in government; Socialists who support this ignominy, in the name of Liberty, Equality, and Fraternity; proletarians who proclaim their candidacy for the Presidency of the Republic!

The author is Pierre-Joseph Proudhon (1809–1865), the French mutualist and revolutionary socialist, and the first political theorist to describe himself as an Anarchist. The work is his 1851 treatise, General Idea of the Revolution in the Nineteenth Century (as translated by John Beverly Robinson in 1923), in which Proudhon argued that the abolition of all coercive government and the emergence of a decentralized, mutualist economic order were the tacit principles underlying the French Revolution. The completion of the Revolution in the nineteenth century would mean an explicit struggle for these principles and an end to the half-way measures of constitutionalism, liberal republicanism, and representative government: the point was not to constrain authority, or put it under the control of the majority, but rather to end it.

From both an anarchist standpoint and a feminist standpoint, it’s an interesting and maddening work — like a strobe light alternating flashes of brilliance with utter darkness from one section to the next, and sometimes from one sentence to the next. But in any case, it’s interesting, and if you can avoid cognitive seizures, it’s well worth a careful reading.

The reason that I mention all this — other than the interest of the quotations themselves — is that (as Roderick was vexed to find out a couple months ago), you couldn’t find General Idea of the Revolution online for love or money. Karl Hess on the Country, the State, and a new language of patriotism

Thanks to Netflix, L. and I enjoyed Anarchism in America the other day. No, not the condition (alas!); the 1982 documentary by Steven Fishler and Joel Sucher, recently reissued on DVD by the folks at AK Press. It’s well worth watching if you can get your hands on it. Here’s one of my favorite parts, from the interviews with Karl Hess (for those of you following along at home, it’s about 56 minutes into the film, after the segment with the truck driver Li’l John):

Well, I think there’s an implicit anarchism in any of the American tendencies that have organized people in opposition to the State. I think co-ops might have reflected this notion, organizing people not only in opposition to the State in effect, but in opposition to the major economic movement of the time. I think, as a matter of fact, just in the romantic view of the American character, there’s an anarchist tendency.

It is flawed by one thing: the abstraction of patriotism. People who will damn the government from morning till night, and oppose the State in a million and one ways will, at a time of national crisis, become incredibly patriotic, and begin to say they will do anything for the State. And they begin to talk of duty, service, sacrifice … all of the words that are the worst words in the world, it seems to me, in a human sense. … I don’t know why this is, unless it is that these are such good-hearted people that they really believe that the American state is totally different from any other state–and it’s certainly somewhat different. And they feel that it is important to preserve–they feel they’re preserving the country, but the only language that’s available is, to preserve the State. I have an idea that one of these days, there will be another language, in which we can talk about preserving the country–the landscape, the neighborhoods, the people, the communities–without talking about preserving the State. At which point there will be a lot of radical farmers, factory workers, and small-town residents in this country.

At almost this exact time last year, I wrote this in response to a petitioning campaign by MoveOn.org over proposed cuts to government grants to the Corporation for Public Broadcasting.

Don’t get me wrong. I like PBS and NPR is just about all the radio I ever listen to. The issue here isn’t whether they should face a funding crisis or not; I hope that they don’t. Rather, it’s what you should do in the face of that funding crisis. MoveOn just invested an incredible amount of time, money, and energy into mobilizing a bunch of Progressives to whine about it in Congress and beg for the money back. Meanwhile, instead of signing an online petition, calling my Representative, and e-mailing my friends and colleagues to get them to shake the change cup with me, I shut up and put down a pledge of $10 / month to Detroit Public Television.

Now, if 1,091,509 people in MoveOn’s orbit had done what I did, instead of what they did, then by my calculations PBS and NPR would have $130,981,080 more money for programming in the upcoming year. More importantly, they’d have that $131 million no matter what Congress and the Senate decided to do.

You might claim that not everyone who gets MoveOn e-mails will put down a pledge, but a lot more people will put down a zero-cost signature. You might think that MoveOn just can’t command that kind of money. Well, that strikes me as making excuses: we are talking about the group that just threw tens or hundreds of millions of dollars (depending on the as-yet unreleased budget data for their 501(c)(4) branch) down the tubes for electable John Kerry just last year. But fundraising is tricky, and maybe they wouldn’t make as much as they might hope. But think it about it this way: when you give money directly to people doing good work, the economics of failing to meet your goals are different. Lobbying is, more or less, an all-or-nothing game, with very few chances for gains on the margin. Names on a petition may or may not make a difference; but if they don’t make a difference (and, frankly, it doesn’t look like they made much of one here) then the names and pious hopes that NPR and PBS got out of the campaign aren’t worth the electrons that they’re printed on. But if you don’t hit your targets in direct support, the contributions you did get are money in the bank, no matter what. If only half as many people pledged as signed the petition, well, then PBS and NPR would have $65,490,540 that they didn’t have before. If the average contribution was $30 instead of a $10 / month pledge, they’d would have $32,745,270. Maybe that will save Big Bird and maybe it won’t; but even if it doesn’t it’s a darn sight better and more secure than the nothing that failed petitioning campaigns produce.

There’s a general principles here worth mentioning; it’s a principle the Left used to care about. It’s called direct action, and the longer the Progressive wing of the Left keeps ignoring it — the longer that they spend throwing time and organizing effort down the tubes to beg the government to support the institutions that they like — the longer we are all going to be losers.

Everyone expected House Republicans to give up efforts to kill NPR and PBS after a massive public outcry stopped them last year. But they’ve just voted to eliminate funding for NPR and PBS–unbelievably, starting with programs like Sesame Street.

Public broadcasting would lose nearly a quarter of its federal funding this year. Even worse, all funding would be eliminated in two years–threatening one of the last remaining sources of watchdog journalism.

Sign the petition telling Congress to save NPR and PBS again this year …

Here’s what Winer was referring to:

Health research, school aid and social services for the poor would bear budget cuts under a bill approved by a House panel Wednesday. … The House Appropriations Labor-HHS Subcommittee approved the bill by a 9-7 party-line vote Wednesday …. The panel’s action also rekindles a battle fought last year over the Corporation for Public Broadcasting. The bill would cut by 5 percent previously appropriated funds for the budget year beginning Oct. 1 and eliminate subsidies for educational programs and technological upgrades. The bill also fails to provide future-year funding for public television as is the typical practice.

This strong show of public outrage produced the following real impact on June 13:

WASHINGTON — The House Appropriations Committee voted Tuesday to restore $20 million of proposed cuts in federal funding for the Corporation for Public Broadcasting, which provides money to local public television and radio stations.

The Bush administration originally proposed to cut about 37% of the federal funding for public broadcasting, and a subcommittee last week proposed a cut of $115 million, or 23%.

A net cut of $95 million, if passed by the House and the Senate, would go into effect Oct. 1. It would result in the elimination of some educational programming, including Ready to Learn, a literacy program, and Ready to Teach, an online resource for teachers, according to a National Public Radio spokesman.

Los Angeles Times (2006-06-14): Smaller Bite Sought Out of Corporation for Public Broadcasting

WASHINGTON (Hollywood Reporter) – The House Appropriations Committee voted on Tuesday to slash funding for the Corporation for Public Broadcasting and refused to fund the service for 2009.

Meanwhile, I shut the fuck up and made an annual contribution to my local PBS station at the $40 membership level. If those 1.4 million people in the MoveOn orbit had done what I did, instead of what they did, public broadcasters would now have over $56,000,000 to put in the bank, no matter what Congressional Republicans say or do or think about it. The time, energy, and money wasted on throwing 1.4 million nearly identical notes about money well spent managed to salvage a bit more than a third of that in reductions to the budget cuts, and it leaves PBS and NPR at the mercy of next year’s round of government budgeting. (Oh, but don’t you worry–when that happens I’m sure that MoveOn will mount another massive public outcry to save PBS and NPR again, again.)

We can do this ourselves, so quit begging. Shut up and put up.
