Those of you who watch the front page may have noticed a new epigraph added to the rotation. It’s from Peter Kropotkin’s book on the French Revolution; I encountered it recently thanks to a post at The Picket Line. Thus:
After the night of August 4, these urban insurrections spread still more. Indications of them are seen everywhere. The taxes, the town-dues, the levies and excise were no longer paid.
The collectors of the taille are at their last shift, said Necker, in his report of August 7.The price of salt has been compulsorily reduced one-half in two of the revolted localities, the collection of taxesis no longer made, and so forth. An infinity of placeswas in revolt against the treasury clerks. … In this way the people, long before the Assembly, were making the Revolution on the spot; they gave themselves, by revolutionary means, a new municipal administration, they made a distinction between the taxes that they accepted and those which they refused to pay, and they prescribed the mode of equal division of the taxes that they agreed to pay to the State or to the Commune. It is chiefly by studying this method of action among the people, and not by devoting oneself to the study of the Assembly's legislative work, that one grasps the genius of the Great Revolution — the Genius, in the main, of all revolutions, past and to come.
–Pyotr Alexeyevich Kropotkin (1909) The Great French Revolution 1789–1793, p. 108. Trans. by N. F. Dryhurst.
Besides being good on its own merits, the quotation is also a natural complement to one of my other epigraphs, a quotation from Proudhon on parliamentarism and social economy.
On the LeftLibertarian2 listserv, there’s been some discussion of a pseudo-libertarian argument that’s popular with certain border creeps, to the effect that the government should strictly limit immigration because otherwise too many immigrants, especially undocumented immigrants who often work off the books and don’t pay income tax, will show up to mooch off of hard-working Estadounidenses through the welfare state. This argument has a lot of problems, some of which I’ve discussed before (1, 2). For one thing, it’s empirically bogus. By law, even officially approved immigrants are ineligible for most federal welfare benefits, while local government-funded services that immigrants can avail themselves of, such as E.R. care, government police and firefighters, government schools, government roads, etc. are mainly funded out of state or local taxes that immigrants do pay, whether or not they file with the IRS — sales taxes, excise taxes, gasoline taxes, property taxes, etc. Perhaps more importantly, as Sheldon Richman and Niccol?@c3;b2; Adami pointed out on the list, the argument persists among vulgar libertarians and small-government conservative types for reasons that have nothing really to do with libertarian principle. As Niccol?@c3;b2; said:
The use of the
welfareargument, as I can see it is limited to use against other libertarians–like ourselves–who would otherwise look a little less kindly to the welfare state. The truth is, however, that if you watch the Bill O’Reilly’s of the world, they’re all complaining about the lack of
Americanessof the immigrants, not really about the tax evasion or the welfare.
As I mentioned on the list, the tax evasion
argument ought to be a complete non-starter with genuine libertarians. The fact that many independent migrants don’t pay taxes to support Leviathan is a point in their favor, not a point against them. As for the welfare state, they are welcome to milk it dry, as far as I’m concerned. The sooner the damn thing is on the brink of collapse, the better. Besides which, receipt of government benefits is not ipso facto a violation of anyone’s rights — it’s the funding that’s the problem, but illegal immigrants aren’t complicit in the existence of taxation — and insofar as they are able to receive some minimal pay-outs from the State, that may as well count as partial restitution for the daily threats, terror, and violence that the state and federal governments routinely inflict against the property and liberty of all undocumented immigrants.
For what it’s worth, I think that the focus on welfare is not actually quite as opportunistic as Niccol?@c3;b2; claims it is. I suspect that it has less to do with rhetorical outreach to small-government types, and more to do with a felt emotional need to believe that immigrants are really a bunch of ungrateful
layabouts. It’s the same basic racist dynamic that’s in play in the equivalent discussions by post-Jim Crow white conservatives about domestic welfare recipients.
This ad is nothing more than a series of strawmen. Still, it may be the most exciting race to watch in this campaign season. In any case a lot more turns on it than whether or not I personally choose to vote for Ron Paul.

Forensic teams in Ciudad Juarez in Mexico are unearthing more than 4,000 bodies buried in common graves.
A local government official said DNA samples from the bodies would be compared to those of missing persons.
It is thought that some of the bodies could belong to women killed in a wave of unsolved murders that began in the city in 1993.
The official said the corpses were buried in common graves because they had not been claimed after 90 days.
The bodies being exhumed were buried between 1991 and 2005 – all unclaimed bodies buried since 2005 have been identified first.
More than 300 women have been murdered in the town in Chihuahua state since 1993, and an unknown number have gone missing.
There is no generally accepted motive for the killings.
They have been variously attributed to serial killers, drug cartels and domestic violence. Some of the killings are believed to have been sexually motivated.
Many of the victims were poor working mothers employed in factories in the industrial city, which is on the border with Texas.
There have been several arrests, but the killings have continued.
BAGHDAD (AP) — Religious vigilantes have killed at least 40 women this year in the southern Iraqi city of Basra because of how they dressed, their mutilated bodies found with notes warning against
violating Islamic teachings, the police chief said Sunday.Maj. Gen. Jalil Khalaf blamed sectarian groups that he said were trying to impose a strict interpretation of Islam. They dispatch patrols of motorbikes or unlicensed cars with tinted windows to accost women not wearing traditional dress and head scarves, he added.
The women of Basra are being horrifically murdered and then dumped in the garbage with notes saying they were killed for un-Islamic behavior,Khalaf told The Associated Press. He said men with Western clothes or haircuts are also attacked in Basra, an oil-rich city some 30 miles from the Iranian border and 340 miles southeast of Baghdad.
Those who are behind these atrocities are organized gangs who work under cover of religion, pretending to spread the instructions of Islam, but they are far from this religion,Khalaf said.Throughout Iraq, many women wear a headscarf and others wear a full face veil although secular women are often unveiled. Since the overthrow of Saddam Hussein and the rise of a Shiite-dominated government, armed men in some parts of the country have sometimes forced women to cover their heads or face punishment. In some areas of the heavily Shiite south, even Christian women have been forced to wear headscarves.
Before the U.S.-led invasion in 2003, Basra, Iraq’s second-largest city, was known for its mixed population and night life. Now, in some areas, red graffiti threatens any woman who wears makeup and appears with her hair uncovered:
Your makeup and your decision to forgo the headscarf will bring you death.Khalaf said bodies have been found in garbage dumps with bullet holes, decapitated or otherwise mutilated with a sheet of paper nearby saying,
she was killed for adultery, orshe was killed for violating Islamic teachings. In September, the headless bodies of a woman and her 6-year-old son were among those found, he said. A total of 40 deaths were reported this year.
We believe the number of murdered women is much higher, as cases go unreported by their families who fear reprisal from extremists,he said.— Sinan Salaheddin, Associated Press (2007-12-10): Vigilantes Kill 40 Women in Iraq’s South
