Enclosure comes to Los Angeles

The news from Los Angeles is that everything old is new again.

The 14-year effort to establish an urban farm in the heart of South Los Angeles came to an end today when authorities evicted the farmers, as well as some celebrities who were supporting them by keeping vigil on the land.

The eviction occurred during a frenzied day both at the farm site and at City Hall as Mayor Antonio Villaraigosa and other city leaders negotiated with the landowner through the morning, failing to reach a deal to save the farm even though the mayor said they had come up with the owner’s $16-million asking price

… About 50 deputies arrived at the property about 5 a.m. and used bolt cutters to remove locks and gain access to the 14-acre property near 41st and Alameda streets. At least a dozen people had remained inside the farm, some chained under trees and others locking hands around 55-gallon drums filled with concrete. At least 40 people were arrested at the site.

… After the 1992 riots, the city leased the land to the Los Angeles Regional Food Bank, which began the community garden. In 2003, the city sold the land back to Horowitz for about $5 million.

… The site has a contentious history. The city acquired the land from Horowitz through eminent domain in the 1980s for a planned trash incinerator, but the project was stopped by neighborhood opposition.

After the 1992 riots, the city leased the land to the Los Angeles Regional Food Bank, which began the community garden. In 2003, the city sold the land back to Horowitz for about $5 million.

But the farmers did not leave. In the last three years, and particularly in recent weeks, the farmers have pleaded to stay despite Horowitz’s plans to sell the land for development.

The Times’s story has a major defect: it seriously distorts the history of the title to the lot, and dramatically overstates Ralph Horowitz’s personal claim to the land prior to the 1985 eminent domain seizure. The New Standard‘s History of the South Central Farm has a much more accurate and detailed rundown of the site’s history, and the shady means that Horowitz used to get the city to entitle him to the land. The precis is that, some twenty years ago the city government stole some land from a group of private owners. Ralph Horowitz was a partner in a real estate investment firm that owned about 80% of the land that was stolen. The city government planned to use the land for a garbage incinerator, but abandoned the plan, in the face of neighborhood opposition, in 1987. The lot remained abandoned for seven more years, when working folks from the neighborhood set up on the unused land, established gardens and cultivated the land in the lot. Some 350 families in South Central L.A., many of them Hispanic immigrants, now grow their own food on the land. Seven years later, in 2001, Ralph Horowitz went to court to try to force the city to sell the land to him — all of it, apparently, not just whatever share had belonged to him personally when the city government took the land. After two years of legal fighting, the city government cut a closed-door deal with Horowitz, declaring him the absentee landlord in return for a $5 million pay-off. Horowitz planned to force the farmers off of his land, so he could develop it by tearing down the farms they had spent the past decade cultivating and putting up a warehouse on the seized land for — guess who? — good old Wal-Mart. After another three years of court fights, he has just called in the city goons to force the farmers off their land once and for all.

Here’s the Times, giving us the neo-mercantilist view of the proceedings:

Undeveloped land

Some in the community support him, arguing that the area would benefit from the jobs that would come if the land were developed.

Thanks to this textbook example of weasel-wording, we can’t single out the some in the community for the derision they so richly deserve. But we can, at least, single out the L.A. Times for uncritically repeating the idiot notion that farmland that’s been cultivated for a decade and a half hasn’t been developed, and for declining to mention whether the 350 families who grow their own food in their own garden are keen on sacrificing their own primary food source for the sake of jobs to benefit the area.

Meanwhile, the editorialists at the Times, apparently gunning for a mention in Kevin Carson’s Vulgar Libertarianism Watch, defended the shredding of property rights in favor of Horowitz’s government-granted property entitlement. We are told that Horowitz’s actions will not qualify him for a humanitarian of the year award. But it’s still his land, and that means he can sell it to whomever he chooses. If it were his, then of course he could use it as he sees fit, or sell it as he sees fit, or, if he wants to, sit on it and twiddle his thumbs all day. But by what right does the lot belong to him? Because he bought it from the city government? But the city government cannot sell what it does not own; and how by what right did it belong to them? Because they stole it, fair and square?

Or is it because he used to own the land, before the city stole it from him? Well, he didn’t own it, actually — not all of it. He owned a share in the 80% of the land that belonged to his and his partners’ investment company, but his prior ownership gives him no personal claim at all to his partners’ share of the 80% of the land, let alone to the 20% of the land that did not belong to their company. And whatever share of the land did rightfully belong to him no longer does. Horowitz may very well have a legitimate claim against the city government for stealing land which belonged partly to him. Eminent domain is theft, and Horowitz was one of the victims. But the city government cannot pay off that debt by selling back the land out from under the people who have been occupying and cultivating the land for more than a decade. The Times, for its part, derides the fact that The main argument of the protesters seems to be that because the farmers have been squatting for more than a decade on property they don’t own, they have earned the right to stay there permanently. But property they don’t own could mean either of two things. Squatting on property that somebody else owns gets you no rights to the property. But squatting on property that nobody owns certainly does; how else should people gain ownership over unclaimed and abandoned lands? What gives farmers the right to stay on their farms is not the fact that they’re squatting on someone else’s land; it’s that, by squatting on an abandoned lot, they became the rightful owners — the city and Horowitz’s piratical agreements over how to divvy up the booty notwithstanding.

So it goes — another robber baron manages to destroy whatever good things working folks in South Central L.A. have managed to build for themselves, and pays a few million to hire the city’s goons to enforce it. The gardens that folks have spent 14 years tilling and growing are torn up in front of their eyes so that a politically-connected real estate developer can put up another warehouse on their land, all in the name of development and jobs for the area. Meanwhile hucksters pretending to defend property rights come out for the armed defense of arbitrary fiefdoms granted by the city government, and against the rights of the politically dispossessed to homestead abandoned land and enjoy the fruits of their own labor. And a few years down the road, when the jobs and the development have come and gone and changed not much of anything, the privileged hand-wringers will go on wringing their hands and wondering why those people in South Central L.A. are so badly off, and the progressives and Libertarian Dems among them will wonder why can’t the government please do something to help those poor, benighted folks out? Or, as brownfemipower puts it:

But most of all, I am outraged that all the fucking ignorant white folks of the world will continue to look down on people of color and their urban communities with disgust and superiority–and ask so innocently, How can those people live like that? Michael Pate has pointed out a blurb from L.A. Observed clarifying that the tanks (Marine Armored Personnel Carriers, actually, for what that’s worth) deployed at a peaceful anti-war demonstration in Los Angeles had just gotten lost on their way from Camp Pendleton to the nearby National Guard Armory in preparation for the Veteran’s Day parade the following day.

Fair enough; I don’t see any reason not to accept that this was a silly mistake on the part of the Marines coupled with a firestorm of hasty reaction from Internet cranks such as myself. But it is indicative of something–and that something is not (or, at least, not just) Leftist paranoia in these times. The fact is that using tanks would, at this point, be not at all out of character for L.A. riot cops. Nor would it be beyond the means of most large urban police departments. The combined effects of the War on Drugs, the increasingly militant police reaction to mass demonstrations, and now the mass recruitment of all civil police into paramilitary units for Homeland Security have meant that any vestiges of a notion of proportionality have been completely and systematically obliterated. I see no reason whatever to doubt that cops would have any principled objection to sending out tanks to help with crowd control at an anti-war demonstration. They exist in an institutional culture in which there is apparently no inhibition at all against using any kind of force whatever in order to maintain control and enforce obedience.

Don’t believe me? Here’s how a peace officer in Miami decided to handle a tipsy 12 year old girl trying to play hooky:

MIAMI (AP) – Police have acknowledged using a stun gun to immobilize a 12-year-old girl just weeks after an officer jolted a six-year-old with 50,000 volts.

According to the incident report, officer William Nelson responded to a complaint that children were swimming in a pool, drinking alcohol and smoking cigars on the morning of Nov. 5.

Nelson said he noticed the girl was intoxicated and was walking her to his car to take her back to school when she ran away through a parking lot.

Nelson, 38, said he chased her and yelled several times for her to stop before firing the Taser when she began to run into traffic. The electric probes hit the girl in the neck and lower back, immobilizing her.

Ah, but you see, it was necessary to electrocute the girl in order to save her:

Nelson said he fired for my safety along with (the girl’s) safety. Paramedics treated the girl, who went home with her mother.

Because, you know, she might have gotten away, and then not gone to school or something.

Police director Bobby Parker defended the decision to use a Taser stun gun on the six-year-old boy last month because he was threatening to injure himself with a shard of glass. But Parker said Friday he could not defend the decision to shock the fleeing girl, who was skipping school and apparently drunk.

So if the decision is indefensible, why isn’t Officer Nelson in jail on charges of assault and battery? Why isn’t there any official reaction at all other than some hand-wringing about whether officers should have tasers or not–as if the equipment were the problem here? The problem is not how police are equipped, but rather the lack of accountability for disproportionate force and the belligerent posture that permeates cops’ training and daily working lives. You know, the sort of attitude that would make someone think it’s okay to respond to the incredibly dangerous immediate threat of a tipsy 12 year old disobeying orders by using an extremely painful electric shock that necessitates immediate medical attention. Or the kind of attitude that would make someone think of the incident as a P.R. problem instead of a criminal assault. Most major American cities effectively no longer have civil policing; they are occupied by federally-trained and supported paramilitary forces. The free-wheeling use of electrocution on anyone and everyone in Miami is a case in point (and this ain’t exactly the first time they’ve have problems there, either).

Is this as bad as, say, martial law in Iraq? No, of course it’s not. But it is brutal, and it’s becoming more clear every day that the difference in posture and attitude is only one of degree, not of kind. That goes to show how important differences of degree can be–but also how alarming and unreliable.

Eric Alterman, the whitest Leftist on the planet

The Nation is a well-written, insightful magazine that’s well worth reading. Eric Alterman is one of the best popular media critics today. These are people well worth supporting with your time, money, and attention. Nevertheless, I can’t find an ounce of sympathy for them in my heart–or an ounce of pique at Aaron McGruder–on reading The New Yorker‘s profile of McGruder and its account of a shouting match between McGruder and white liberals at a recent $500-a-plate dinner for The Nation:

On the day of Saddam Hussein’s capture, last December, the left-leaning political weekly The Nation celebrated its hundred-and-thirty-eighth birthday. It was a Sunday night, and the weather was dreadful–forbiddingly cold and wet, heavy snow giving way to sleet–but three hundred people could not be deterred from dropping five hundred dollars a plate for roast chicken amid the marble-and-velvet splendor of the Metropolitan Club, on Fifth Avenue.

Toward the dessert (chocolate torte) portion of the evening, Uma Thurman rose to introduce a special guest: Aaron McGruder, the creator of the popular and subversive comic strip The Boondocks, who, as it happens, had travelled farther than anyone else to be there, all the way from Los Angeles. McGruder, one of only a few prominent African-American cartoonists, had been making waves in all the right ways, poking conspicuous fun at Trent Lott, the N.R.A., the war effort. … It seemed to be, as a Nation contributor said later, his coronation as our kind of guy.

But what McGruder saw when he looked around at his approving audience was this: a lot of old, white faces. What followed was not quite a coronation. McGruder, who rarely prepares notes or speeches for events like this, began by thanking Thurman, the most ass-kicking woman in America. Then he lowered the boom. He was a twenty-nine-year-old black man, he said, who got invited to such functions all the time, so you could imagine how bored he was. He proceeded to ramble, at considerable length, and in a tone, as one listener put it, of militant cynicism, with a recurring theme: that the folks in the room (courageous? Please) were a sorry lot.

He told the guests that he’d called Condoleezza Rice, the national-security adviser, a mass murderer to her face; what had they ever done? (The Rice exchange occurred in 2002, at the N.A.A.C.P. Image Awards, where McGruder was given the Chairman’s Award; Rice requested that he write her into his strip.) He recounted a lunch meeting with Fidel Castro. (He had been invited to Cuba by the California congresswoman Barbara Lee, who is one of the few politicians McGruder has praised in The Boondocks.) He said that noble failure was not acceptable. But the last straw came when he dropped the N-word, as one amused observer recalled. He said–bragged, even–that he’d voted for Nader in 2000. At that point, according to Hamilton Fish, the host of the party, it got interactive.

Eric Alterman, a columnist for The Nation, was sitting in the back of the room, next to Joe Wilson, the Ambassador. He shouted out, Thanks for Bush! Exactly what happened next is unclear. Alterman recalls that McGruder responded by grabbing his crotch and saying, Try these nuts. Jack Newfield, the longtime Village Voice writer, says that McGruder simply dared Alterman to remove him from the podium. When asked about this incident later, McGruder said, I ain’t no punk. I ain’t gonna let someone shout and not go back at him.

Alterman walked out. I turned to Joe and said, I can’t listen to this crap anymore, he remembers. I went out into the Metropolitan Club lobby–it’s a nice lobby–and I worked on my manuscript.

Newfield joined in the heckling, as did Stephen Cohen, a historian and the husband of Katrina vanden Heuvel. It was like watching LeRoi Jones try to Mau-Mau a guilty white liberal in the sixties, Newfield says. It was out of a time warp. Who is he to insult people who have been putting their careers and lives on the line for equal rights since before he was born?

Can you see his face as he says this? The teeth gritted, the lip curled up, the words Ungrateful negro– just barely stifled between his tongue and his teeth.

Nevertheless, Newfield is right in one respect: the whole fracas reads like a bad flashback from the 1960s. Not, however, for the reasons that Newfield thinks it does: what feels like it came out of a time warp is a bunch of pretentious, comfortable white radicals (oh, I’m sorry, progressives — a terminological shift that looks like a bad flashback from the 1910s) lecturing everyone else on how to do enlightened politics, patting themselves on the back, angrily shouting down speakers they disagree with, and snivelling about anyone who says things that make them feel guilty.

Here, meanwhile, is what McGruder has to say about the whole thing:

At a certain point, I just got the uncomfortable feeling that this was a bunch of people who were feeling a little too good about themselves, McGruder said afterward. These are the big, rich white leftists who are going to carry the fight to George Bush, and the best they can do is blame Nader?

There’s not much to say on the latter point that I haven’t already said elsewhere in considerably more depth; the main thing to stress here is that, while I have quite a few problems with Green Party strategy since the 2000 election, and a lot of problems with Nader’s campaign for 2004, it’s dreadfully foolish for lefty Democrats to waste their time and effort alienating people who are sympathetic to the independent party movement with slash-and-burn Nader-blaming tactics. The target is Bush: energize your base by taking the fight to him and you will win. Demoralize your base with hectoring and finger-pointing and you will lose, and you will deserve to lose.

It’s the former point that I want to dwell on for a moment: the stifling sense of complacency and self-congratulatory politics that we on the Left are all too often prone to. If there is a characteristic vice of the white, male Left, it is pride: specifically, the phony simulacrum of self-worth that comes from indulgence in a certain sort of Pharisaic purity. The basis of our politics, after all, is the repudiation of some of the very roots of the society we live in — the ugly, daily realities of white supremacy, gay-bashing, war, colonialist occupation, men’s rape and battery against women, and so on. The constant temptation is to act as though we’ve somehow managed to extricate ourselves from the sins of the society that surrounds us, and to purify ourselves through our own virtue.

What happens when that self-image is endangered is all too familiar–all too often we answer criticism with a sort self-righteous, defensive backlash. (This is a lesson that we owe especially to the writings by feminists on the male Left; see, for example, Cocktales, anthologized in Dear Sisters; everything I say here about the white Left just as much to the male Left, the straight Left, the collegiate Left, or whatever form of privileged background you care to look at.) And when this happens, the tactics are all too familiar. We change the subject from what we’re doing to how we’re feeling and what we’ve done–changing the subject from institutional structures and the interpersonal character of our acts, to our own personal good intentions. It shifts from being a question of whether or not I’m doing something fucked up (and if so, what I can do to be accountable for that), to being a question of whether I’m one of Us or one of Them (the bigots, the running-dogs, the misogynists, the Bush Administration–everyone that I, the pure one, have defined myself against). From there it’s not far to taking up criticism as a personal attack rather than as a serious critique; and it becomes very easy just to attack back, to scapegoat the critic and–natch–to reiterate all the virtuous things I’ve done for you (or think I’ve done, anyway), that set me apart from the demoniacal Them–and how dare you not realize it, &c.

But if we want to help build an open and just society, some day or another we are going to have to answer for all the big and little ways that we’ve participated in injustice–and the sooner the better for all concerned. Courage, and pride in accomplishments, is a great thing to have — but without humility and accountability there is no real courage or pride; there is only boldness and egotism. Salvation needs works, but it also needs grace; good intentions alone won’t feed a person who’s hungry or stop an assault or defuse a bomb. I, for one, haven’t always made my good intentions do some good for other people more than once; and I know also that I’m not the only one, either. If pompous white radicals progressives won’t cop to that on our own, then we could use a good Mau-Mauing every now and again–hell, anything to get us to sit down and shut up and think about what other people are saying for two seconds. It’s not about guilt, and it’s not about radical chic. It’s about having the guts to acknowledge that you’ve fucked up from time to time (and if the elite Left hasn’t been fucking up pretty frequently for the past two decades, what the hell has it been doing?!) and having the humility to listen to people (even if you disagree with half of what they are saying) when they take you to task on it.

Aaron McGruder was right; folks like Eric Alterman and Jack Newfield write some good stuff, but they are feeling way too good about themselves. If McGruder’s shock therapy did not work, then I’m not sure what to suggest, except perhaps a long-term prescrption of Daily Abnegations. Every morning, before they sit down to work, maybe they should repeat to themselves: Black people know more about racism than I do. Women know more about sexism than I do. Poor people know more about poverty than I do. Now let’s work together to do some good by the end of the day.

This may seem like a tall order for someone like Eric Alterman, who describes himself as A contributor to virtually every significant national publication in the US and many in Europe, but surely the most honest and incisive media critic writing today can suck it up and manage it.

Corporate Elites Meet & Greet, New York Times Makes Shit Up

For the most part, the New York Times’ story on the World Economic Forum beginning its proceedings in New York is just a gooey report on the men who had the air of money and power hobnobbing inside the Waldorf-Astoria, … like the start of summer camp. Now I really wonder if this sort of fluff reporting on a serious conference of the global economic and political elite is necessary. But, more to the point, the Times has decided to creatively reinvent history:

That has not prevented critics from painting the Forum in the darkest colors. The World Economic Forum will celebrate war in Afghanistan and the Middle East, attacks on civil liberties, and corporate tax cuts, proclaimed a group called A.N.S.W.E.R. (Act Now to Stop War and End Racism) in its call for demonstrations which will get under way in earnest with marches on Saturday.

At the New York W.E.F. summit, the world’s richest C.E.O.s will collaborate with the world’s most powerful politicians to set the global economic agenda, declared another group, Students for Global Justice.

Whether the protests reach the violence of last year’s meeting in Davos remains to be seen. Some of the opposition groups acknowledge that a clash with New York’s finest in the aftermath of Sept. 11 would not sit well with the public.

Now, it’s a bit irresponsible to spending only two dismissive paragraphs on the fact that there are, in fact, people who have serious problems with what goes at the WEF, while spending the rest of the front-page story gushing about how elite and idealistic it all is (for more responsible coverage, I suggest the Times’ recent in-depth article on anarchism, buried in the New York Region section). What concerns me a bit more, however, is that they are simply making shit up when they say that the protests at Davos last year had any violence to be reached.

In reality, last year’s protests in Davos featured 250 activists staging a peaceful march. In 2000, the worst violence was a few windows being broken at a McDonald’s. In 2001, the worst violence was snowballs being tossed at police barricades.

Well, I should take that back. There was violence at the 2001 protest. See, the Davos local authorities decided to ban any exercise of the right to peaceful public assembly, so protestors were met by over 1,000 Swiss security agents armed with batons and tear gas guns. The demonstrators’ peaceful march was turned back with police barricades and water cannons. But this isn’t exactly the sort of violence that the Times story was claiming had happened.

This is, unfortunately, part of a general press smear campaign against the globalization movement, which has invented protestor violence out of thin air in protests in Seattle, DC, Los Angeles, and Philadelphia… at all of these there was plenty of police violence against demonstrators but the virtually none initiated by protestors. In Seattle and DC, heavy tear gas bombardments were used; in Los Angeles I watched mounted cops stage dragoon attacks with batons on protestors who had done nothing other than run away from rampaging peace officers. And yet the New York Daily News compared protestors to the terrorists who attacked the World Trade Center and threatened them, You have a right to free speech, but try to disrupt this town, and you’ll get your anti-globalization butts kicked. Capish?

Sidebar: I’ve noticed that they’ve been awfully cagey about just how many women are at the invite-only WEF meeting; one article lumped in women amidst everyone else in the overwhelming minority at the WEF (third world leaders, human rights activists, union leaders, etc.). The Times’ editorial column said it was some 3,000 Davos Men, and a sprinkling of Davos Women. For all their apologia, it’s really hard to shade just how reactionary in constitution their Good Ol’ Boys meeting is.

The Labor Movement and Women’s Organizing

A little while ago I stumbled across a great page on the history of Women and the Labor Movement [TheHistoryNet], including the formative role that women played in labor radicalism (organized industrial work stoppages were going on in Lowell, Massachussetts as early as the 1820s) and the way that the mainstream, AFL-line labor movement conspired with the Progressive regulation movement to cut women out of the labor force in the late 19th and early 20th centuries through protective labor restrictions which discriminated against women and by excluding women from the mainstream wing of the labor movement, which negotiated itself into a powerful alliance with the bosses and the government (this move, conveniently, induced greater labor shortages and drove up profits for their own all-male membership).

We think of unions as primarily male institutions these days, responding to the problems faced by men in industrial labor, but that neglects the fact that women have always been the first victims of industrialization (through textile mills and garment sweatshops, for example; this is still happening today in Mexico, Indonesia, immigrant communities in Los Angeles, etc.) and therefore had some of the first and strongest incentive to organize. The male-dominated condition of the labor movement and the industrial workforce today is precisely because of to the discriminatory laws that a powerful coalition of male mainstream union bosses, male corporate bosses, and male government officials managed to concoct during the labor struggles of the Gilded Age.

Of course, the ciritical role that women such as Sarah G. Bagley (a leading organizer in Lowell), Rose Schneiderman, Lucy Parsons, the female membership of the Knights of Labor, and innumerable others played in forming the labor movement, are often ignored in mainstream labor history. So are questions of women’s labor, the horrendous conditions imposed specifically on women under industrialization, and the struggles around the question of women’s labor and the anti-woman line that the mainstream male Left took in order to expand working men’s profits at the expense of working women’s (much like they used the racism and nativism of the post-Reconstruction era to exclude Blacks, Chinese-Americans, and poor immigrants from entering into unionized segments of the industrial workforce, thus protecting the profits of American-born white workers at the expense of all other workers). All of this isn’t too surprising, when we consider that the collective consciousness of the labor movement and labor history continues to be defined primarily by male organizers who aligned with the sexist AFL line and supported the discriminatory protective labor regulations that cut women out of the work force.

It’s also worth noting a couple of points about the relationship of all of this to feminism.

  1. This unholy male supremacist alliance between mainstream male unions, male corporate bosses and Progressive regulation activists, emerged–like many other anti-woman alliances–during the post-Reconstruction period up to the 1920s, which happens to be more or less the same time as the peak of the struggle for women’s citizenship (with women’s suffrage finally being constitutionally protected in 1920). We may thus add it to the list of anti-woman institutions forming the backlash against First Wave feminism, including such illustrious company as Freudian psychoanalysis, the criminalization of abortion across the Western world, the flourishing of violent rape-based pornography in Victorian cities, and the AMA‘s efforts to seize control of women’s reproductive medicine away from midwives and other women into the hands of male surgeons.

  2. The most effective forces in fighting the abuses inflicted on women laborers were organizations such as the Women’s Trade Union League, an organization allying women of across social classes around the abuse specifically faced by women in the industrial workplace. The WTUL’s organizing efforts galvanized general strikes and other massive actions which eventually helped massively reform the horrendous sweatshop conditions faced by many garment workers (virtually all female) in New York. Not to be monomaniacal or anything, but once again organizing uniting all women on behalf of women (i.e., feminist organizing) was the most effective force in fighting patriarchal power.
