Friday’s Reading: one on post-WWII bohemian-anarchism, one on early anarcho-capitalism, and some mutualist portraits

I spent most of the day booked with a consulting client and doing some house-cleaning, which was much-needed anyway but especially so in light of an impending family visit from Michigan and from Maine. Still, I had the time to catch up on some things I’ve been meaning to read. It all turned out to be PDFs I’d accumulated, but now that I have a Kindle (thanks to a Christmas present) it’s actually no longer excruciating for me to sit around reading PDFs. In any case:

  • I got the chance to read The New Cult of Sex and Anarchy (!), Mildred Edie Brady’s shocking exposé of the emerging Northern California counter-culture — of 1947. (The article went into the April 1947 issue of Harpers. (Suggested by Jesse Walker.)

    This is, roughly, the intellectual and artistic milieu that the Beats would eventually emerge from, and monopolize in the public consciousness; but that particular coffeeklatsch was still 10 years away from their public breakthrough, and in 1947 there was a lot more attention on Henry Miller, California surrealism, and the occasional cameo by Man Ray and Kenneth Rexroth. I should say that the article is not as stupidly alarmist as the title that some editor no doubt inflicted on it; maybe the whole thing would have read like more of an awful calumny when the story was published, on the eve of the Great Sexual Backlash, when sexualism was something more hotly contested than it now is.

    Anyway the sex part in the article has to do with the author’s obsession with the bohemian mens’ obsession with Wilhelm Reich. The anarchy part refers, by turns, either to an artistic radical indifference to State and social authority; or, at times, to genuine intellectual anarchism. Anyway, I don’t know that the article will offer you any really deep insights, but it’s fun, and a nice time-piece, and also a rare glimpse (even if distinctly from the outside) of the anarchist/bohemian milieu, such as it was, in the now-rarely-discussed, now-mostly-forgotten years just after World War II. It also told me little about, but gave me the titles of, a number of new little publications to chase down. Anyway. Here’s some of the interesting, and some of the ugly, on the part of the subjects:

    Pacifica Views was openly anarchist and its influence was enhanced by the sympathetic representation of the [Conscientious Objector’s] position in the community. Its editor, George B. Reeves, successfully accomplished this not only through the magazine itself but also in the Human Events pamphlet Men Against the State. Even in Pacifica Views, however, the anarchism-sexualism tie was aired by several weeks’ discussion of Wilhelm Reich‘s thesis and the magazine’s political position was embellished with a sure come-on for the young–sexual freedom for the adolescent and the deep political significance that lies in developing a healthy sexuality among the masses of the people who are endemically neurotic and sexually sick.

    ANARCHISM is, of course, nothing new to the West. There have been in both Seattle and San Francisco small anarchist groups ever since the first World War and before, and remnants of them have persisted. Some are hangovers from the days of the Wobblies. Others are made up of first and second generation European immigrants–like the San Francisco group, the Libertarians, which is largely Italian. All during the thirties these small groups existed without benefit of attention from young intellectuals who in those days were most apt to be thumping their typewriters on behalf of the United Front.

    Not long after December 7, 1941, however, the poet Kenneth Rexroth left the ranks of the Communists in San Francisco and turned both anarchist and pacifist. Around him, as around Miller, there collected a group of young intellectuals and writers who met weekly in self-education sessions, reading the journals of the English anarchists, studying the old-line anarchist philosophers like Kropotkin, and leavening the politics liberally with psychoanalytic interpretations from Reich. It was and is, however, a decidedly literary group in which politics is all but submerged by art, where poems, not polemics, are written, and where D. H. Lawrence outshines Bakunin–Lawrence the philosopher, of Fantasia and the Unconscious rather than Lawrence the novelist.

    Nevertheless, the anarchism of this group is taken seriously enough to call forth tokens to the political as well as the sexual; and at meetings of the Libertarians, today, you will be apt to find young intellectuals sprinkled among the moustachioed papas and bosomed mamas [sic! Really? –R.G.] who, until recently, had no such high-toned co-operation. In this particular group around Rexroth, the Henry Miller kind of anarchism is held to be irresponsible, for Miller goes so far on the lonely individualistic trail as to sneer at even anarchist organization.

    To the outside observer, however, the differences between the Miller adherents and the Rexroth followers are more than outweighed by their similarities. They both reject rationalism, espouse mysticism, and belong to the select few who are orgastically potent. And they both share in another attitude that sets them sharply apart from the bohemians of the twenties. They prefer their women subdued–verbally and intellectually.

    No budding Edna St. Vincent Millay or caustic Dorothy Parker appears at their parties. If the girls want to get along they learn, pretty generally, to keep their mouths shut, to play the role of the quiet and yielding vessel through which man finds the cosmos. Although there are a few women writers found now and then in Circle [a prominent literary magazine from the San Francisco scene] — Anais Nin is a favorite and Maude Phelps Hutchins (wife of Robert Hutchins, chancellor of the University of Chicago) has appeared–the accepted view of both the wome nand the men seems to be that woman steps out of her cosmic destiny when the goal of her endeavor shifts beyond bed and board. This doesn’t mean that the women are economically dependent, however. Most of the girls hold down jobs. But the job is significant only in that it contributes to a more satisfactory board.

    Well, nobody could say that revolooshunerry chauvinism is some kind of new problem in the scene; Manarchy abides.

  • I also finished off Jarret Wollstein’s Society Without Coercion: A New Concept of Social Organization (1969), one of the first documents (to my knowledge) to advocate self-described, self-identified anarcho-capitalism. Wollstein was a dissident Objectivist (less dissident and more uniformly Objectivist-influenced than, say, Roy Childs). It’s been suggested that Wollstein was the first to coin the phrase anarcho-capitalism. I don’t know if that’s right or not, but in any case here’s some of his reasons for employing the term; in this one he mentions it as a term already floating around the circles he’s a part of.

    2.4 Naming A Free Society

    To name the social system of a free society is not as nominal a task as at first it may appear to be. It is not only the existence of complete social freedom which is absent from today’s world, but also the idea of such freedom. There is, in truth, probably no word in the English language which properly denotes and connotes the concept of the social system of a free society.

    A number of persons who have recognized the fallacies in the advocacy of not just this or that government, but who have also recognized the inherent contradiction in government itself (such as Murray Rothbard and Karl Hess) have decided that since archy means rule, or the presence of government — which they are against — they will designate their sociological position as anarchy — no rule, or the total absence of government. This decision is unfortunate, to say the least, since it embodies several epistemological fallacies. Firstly, the term anarchy is a negative one; to say that one is for anarchy is only to say that one is against government. It is not to say what are the positive social forms which one advocates. This may be perfectly fine if one, in fact, advocates no positive social forms. However, if one advocates freedom and its economic expression laissez-faire capitalism, the designation anarchy or anarchism, of itself, will hardly suffice. Secondly, anarchy merely means no rule not no coercion. It is perfectly possible to have an anarchist society with coercion initiated by random individuals and robber gangs. So long as these persons do not claim legal sanction or create formal and enduring institutions, one would have a very coercive anarchist society. Further, it is possible for there to be an anarchist society in which no force was initiated, although due to the personal irrationality and mysticism of its occupants, no rational person would want to live in it. For example, imagine a society occupied exclusively by non-violent schizophrenics, or equivalently, by Zen Buddhists. [sic. Really? –RG]

    Less important, but also significant, is the fact that the term anarchy, in present usage, has come to mean not only no rule but also has come to imply social chaos and senseless violence. This is a corruption of the original meaning of the term, but nevertheless it makes the word anarchy an impediment rather than an implement to communicating the concept of a free society. When one wishes to defend in principle and implement in reality a free society, it is irrational to deliberately choose a term which one knows will alienate, at the outset, persons with whom one eventually intends to deal.

    Another term has been suggested by Robert LeFevre, advocate of the free market and founder of Ramparts College [sic–RG] in California. Mr. LeFevre rejects the term anarchy primarily because of its past close association with collectivism and, recognizing the fallacy of limited government, proposes in its stead the word autarchy, meaning self-rule. Again this term suffers several epistemological faults. It fails to state how one should rule oneself, and in fact says nothing about the nature of social order.

    Next we have the term voluntarism, also advocated by many proponents of the term anarchism. This expression is superior to the term anarchy in that it does exclude coercion from its subsumed concept of social order. It is therefore acceptable for this communicative purpose. However, several necessary differentia in the valid concept of a free society are still lacking. Conceivably one could have a voluntary collectivist society (at least for a while), in which individuals voluntarily become slaves, as well as a voluntary individualist society, in which the individual is his [sic –RG] own master. Consequently, this term is not fully satisfactory.

    A phrase in increasingly popular use which I advocate as the best presently available specification of the socio-economic position of persons advocating a society of consistent rational freedom is anarcho-capitalism. Here the prefix anarcho indicates the lack of coercive government, and the word capitalism indicates the positive presence of free trade based upon respect for man’s [sic] rights. This term is not ideal: the prefix anarcho has negative semantic value, and the term capitalism is intimately associated with the present American statist mixed economy. However, it would seem to be the best term which we now have, and consequently we will use it (and in more limited contexts voluntarism) in the remainder of this essay.

    A bit further down there’s also some material on strategy. After rejecting retreatism, and purely theoretical education, Wollstein advocates counter-institutions. Sort of….

    4.1 Alternatives to Government Institutions

    How often have you presented a brilliantly stated, logically air-tight thesis to a collectivist only to have him [sic] say, That’s fine in theory, but in practice it wouldn’t work. THis of course is an absurdity, but it is next to impossible to convince most collectivists of this fact by purely forensic ability. Clearly, if we are to convince the great majority of American intellectuals, something more than logical theorizing is necessary.

    What I propose is the actual creation of alternatives to government institutions — initially schools, post offices, fire departments and charity; later, roads, police, courts and armed forces. Libertarians recognize that government services are hopelessly obsolete and inherently economically unsound. With the present system it is patently impossible to assess the costs of education and police investigations at all. Rather than trying to politically convince two hundred million Americans that this is so on the basis of rational economic theory, libertarians should instead demonstrate the fact by actually creating the far superior institutions of a free society. Fire departments, schools and post offices should immediately be set up by men and women who understand the free market and who are competent as businessmen [sic].

    One way to do this would be for rational businessmen [sic] to cooperate with libertarian students and theorists in order to establish such enterprises as franchise operations, using all of the skills of modern industry. Simultaneously, libertarians should act politically to free the market to facilitate these enterprises; meanwhile theoreticians should attempt to infiltrate the mass media, or start their own popular magazines and telecommunications facilities to emphasize to the American people that these institutions are working far better than their governmental equivalents; and then to explain why they are doing so. Such a dramatic demonstration of the efficacy of the free market might well accomplish what mere talk alone is unable to do: free America.

    How can the men and women of America fail to understand the value of freedom in all areas of human enterprise when private post offices, roads and police are actually providing far better services than government is capable of delivering?

  • Finally, I got a start on Dear Tucker: The Letters from John Henry Mackay to Benjamin R. Tucker, which run from 1905 to 1933 (ed. and trans. by Hubert Kennedy, 2002). I haven’t gotten deep enough in for any interesting pull-quotes from the text. But I did come across these rad portraits of Clarence Lee Swartz (a frequent contributor to Liberty and author of What Is Mutualism?) and Steven T. Byington (another frequent Liberty correspondent, founder of Liberty’s Anarchist Letter Writing Corps, and the translator of Stirner). Both photos are from the Labadie Collection.

Non-Lethal Force (Cont’d)

Here are the after-effects of some SWAT-police non-lethal force in California, which burned a man to death earlier this month, and set his family’s house on fire in the process. Turns out he was the wrong man, and they were at the wrong house.

According to the Monterey County Weekly, the same police force that burned down the Serrato house and killed Rogelio Serrato in the fire are probing what went wrong in the operation [sic]. Public-spirited fellow that I am, I’ll do what I can to help them figure it out. Here’s what went wrong:

Cops in America are heavily armed and trained to be bullies. Among the most highly trained, and therefore most domineering and violent, are the members of urban SWAT teams, who go beyond everyday bullying and instead are trained to think of themselves as paramilitary strike forces who are occupying hostile territory, and engaged in a war of classic counter-insurgency.

As such, police in general, and police assault forces especially, are trained to enter every encounter with the goal of taking control of the situation, by means of setting up confrontations in situations (no-knock raids, late-night forced-entry raids, etc.) where their chosen targets are most likely to be disoriented and easily terrorized, and by responding with maximal force in the volatile, disorienting confrontations that they create. For the sake of this maximal-force approach, they are equipped with an arsenal of weapons ranging from tasers and clubs to handguns and assault rifles, up to, and including, military helicopters and tanks. Worse, with all these weapons, they have institutionalized a culture of fact-free assertion and lies about highly dangerous weapons that they consider to be categorically non-lethal — and thus to be used as a first resort, in virtually any situation, as long as it might give the cops a tactical advantage over people who they intend to bring under their control (whether or not these people have ever committed any crime at all). These weapons continue to be used with no hesitation and no restraint, and continue to be called non-lethal force, no matter how many people are killed by them. There are, for example, tasers, portable electric torture devices which were originally sold as a less-deadly alternative to using a hand-gun in potentially life-threatening confrontations, but which cops now freely use for as part of pain compliance techniques[1] in everyday confrontations with the public. This would be bad enough on its own, but part of the reason they are used so freely is because they take no real exertion for cops to use, and are consistently billed as non-lethal by police and media, even though there are hundreds of documented cases of people dying after being subjected to repeated taser shocks.

Another non-lethal device, which is especially heavily used by SWAT assault forces during paramilitary forced entry house raids, are so-called flash-bang grenades. These grenades, frequently referred to as non-lethal diversionary devices are actually incendiary grenades, which police hurl into rooms full of people in order to set off an explosion, which they hope will disorient and terrorize the people in the room — many or most of them completely innocent people who just had the misfortune of being in the same building — right before the assault force storms in with guns drawn. This is exactly what they did when they surrounded Rogelio Serrato’s house.

So why were they at Rogelio Serrato’s house anyway? Well, they had a search warrant to serve. They say were going to serve the search warrant using these hyperviolent, extremely dangerous stormtrooper tactics because they believed that Serrato had been with a man who shot up a music club on New Years’ Day. But by the time they got out to Serrato’s house, they already knew that they had the wrong address and the wrong man: he wasn’t at the club when the shooting went down, and the identification of Serrato as the man who was with the shooter was simply a case of mistaken identity.

Nevertheless, even though they found out that Serrato had nothing to do with the violent crime which had supposedly mobilized the SWAT team and justified the decision to storm the house in a paramilitary raid, it did turn out that he had a couple of warrants out on misdemeanors which had nothing to do with the shooting. So, they decided they were going to go ahead and arrest him.

Now, you might think that, once they had found out they were at the wrong address, and the only reason they had to worry about Rogelio Serrato at all was a couple of misdemeanor beefs having nothing to do anyone getting shot, they might have backed off a bit on the level of force; perhaps even just left a couple cops to wait around and pick him up next time he went to work or to the supermarket. But, no. I mean, look, he’s a Suspect Individual, and what’s the point of having such a fine, well-armed paramilitary assault force, if you’re not going to use it?

So instead they surrounded the house, bellowed into their bullhorns, and then, when he didn’t come out on command, they decided to make a hyperviolent forced-entry raid in order to roust him out. So they hurled a couple of their non-lethal incendiary grenades into the house, which exploded, and set the house on fire. Rogelio Serrato, who was — remember — known not to be the man they were after; who was — remember — never suspected of anything other than having a couple misdemeanor warrants out — was killed in the house fire.

So, Monterey County sheriff’s office, here is what I have found in my probe, which I will helpfully share with you. What went wrong here is that the cops believed they were on an operation that required an extraordinarily violent storm-trooper raid, even though they already knew that their original reason for being there turned out to be a complete mistake, and even though they also already knew that the man whose family they were attacking was wanted only on a pair of misdemeanor warrants. In the interests of better protecting their own hides during this needlessly violent high-stakes operation, they felt free to make use of dangerous incendiary grenades which are perfectly capable of setting a building on fire. No matter how many people or buildings are set on fire due to the use of these grenades, police consistently blame the victim (e.g., in another case: It’s unfortunate that those guys packed that house with materials that were flammable[2]), and just go right on asserting that these explosives are non-lethal force, and defend them as tools which provide the necessary means to the police’s completely unnecessary operations. They even have the gall to tell the press that these dangerous explosives are a life-saving tool, when explaining how they just killed a man by using them.

The Police Beat

  • Last month AOL News ran an anecdotal Data-less Trend Story about city governments in small towns firing the city government police force in order to cope with budget crunches.[1] I’d like to know what the actual data here is; typically, cash-strapped city governments react by cutting everything except police and jails. If governments’ financing crises are finally leading them to reduce the number of police patrolling city streets, that’s surprisingly good news. Most of the towns mentioned are very small towns — with populations ranging from about 700 to 4,500. The outlier, Maywood, California, has about 30,000 people living in the town (with a whopping 4 murders in 2008! twice the national average!). Apparently part of the reason they fired the police department was because a lot of the city government’s $450,000 budget deficit, and its trouble securing insurance, came from lawsuits, many involving the police. Government employees and hangers-on are going nuts about all of this. After the vote in Maywood, ex-City Treasurer Lizeth Sandoval told the city council You single-handedly destroyed the city, by which she means that they outsourced the city government. (You won’t find any burned-out buildings, torn-up streets, or dead bodies; the places and people in the city of Maywood, California are still right where they were, going on as happily as they were before; the only things destroyed were the government jobs of tax-eaters like City Treasurer Lizeth Sandoval.) Jim Pasco, national executive director of the Fraternal Order of Pigs, said that decisions to fire local police were penny wise and pound foolish, because sheriff’s departments and state police will be spread thin patrolling larger areas, and no amount is too much to spend on city cops, because The absolute threshold responsibility of a government at any level is to ensure the safety of its citizens.

  • For example, consider local hero Officer Bryan Yant, liar and killer for the Las Vegas Metro police department, who by making up lies to obtain fraudulent search warrants and by violently breaking into citizens’ homes late at night, where he ensures the safety of Las Vegas’s citizens by kicking down doors and shooting unarmed black men with his AR-15 assault rifle, based on furtive motions and a glimmer or something shiny that nobody but Officer Bryan Yant ever saw, and which is plainly contradicted by forensic evidence related to the angle of the shot. Local government in Las Vegas has fulfilled is threshold responsibility by once again[2] ensuring the safety of Officer Bryan Yant from any legal consequences for shooting innocent, unarmed men in the head during a hyperviolent raid to investigate a completely nonviolent, victimless crime, all of it based on demonstrable falsehoods and mistaken identity — oops! my bad! All of which should free Officer Bryan Yant up for a fourth Internal Investigation, in which his government colleagues will once again either exonerate him or let him off without any criminal penalties, for lying and fabricating fictitious search and arrest warrants in at least one other drug investigation involving another hyperviolent late night home raid. The polite term in local media for Officer Bryan Yant’s work ensuring the safety of Las Vegas citizens is sloppy. A better term would be fraudulent and lethally violent. How much safer does it make you feel that this lying, killing 4-time winner is still a fully-paid member of the Las Vegas Metro police force?

  • Meanwhile, in El Reno, Oklahoma, government police officers are ensuring the safety of El Reno citizens by forcing their way into an 86-year-old bed-ridden grandmother’s home on a wellness check, and then, if she should object to 10 armed strangers busting into her house, by stepping on her oxygen hose and torturing her with electrical shocks in her own bed, until she passes out from the pain. El Reno Police Chief Ken Brown justified this use of extreme violence against an elderly woman who could not possibly have physically harmed anybody more than a couple feet away from her on the grounds that she was holding a kitchen knife, and she told officers She was in control of her life. Thus, Police were forced [sic!] to use a Taser on the woman until she could be forced into a hospital psychoprison — not because she was actually charged with any crime, of course, but so that she could be cured of her deranged and dangerous belief that she was in control of her own life.

  • Meanwhile, in New York, New York, Officer Patrick Pogan, a government police officer working for the New York city government, ensured the safety of New York citizens by body-slamming an unarmed bicyclist to the ground for trying to avoid hitting him, and then lying about it in his police reports, where he claimed that his victim was trying to ram into him, rather than swerving around him. His government colleague Manhattan Supreme Court Justice Maxwell Wiley, in turn, fulfilled his threshold obligation by ensuring that this lying violent thug would face absolutely no criminal consequences whatsoever for the crimes that he had been convicted of.

  • Also, in New York, New York, government cop Detective Louis J. Eppolito ensured the safety of New York citizens by taking a second job as an informant and hit-man for the Luchese crime family. He took a special interest in ensuring the safety of Brian Gibbs by framing him for murder — among other things, making up fictional witness statements, threatening witnesses in order to get testimony against Gibbs, withholding evidence that would have proven Gibbs’s evidence, and torturing Gibbs himself until he extracted a false confession. Brian Gibbs lost 19 years of his life locked in prison. The New York Police Department spent years fulfilling its threshold obligation to keep Detective Louis J. Eppolito safe from any consequences for his violent crimes, even though — years before he tortured and framed Brian Gibbs — they had direct evidence that he was working for the Mafia (including having his fingerprints on police reports he had handed off to a fellow gangster). The Incident was, of course, Internally Investigated, and Detective Eppolito was let off without even facing any administrative disciplinary actions. Which freed him up to go on murdering and imprisoning innocent people for the mob. The city government in New York still officially maintains that Brian Gibbs is guilty of murder. However, they’ve decided to sign a $9,900,000 settlement; dedicated public servants that they are, they will send the bill to innocent New York City taxpayers who had nothing to do with the crimes committed against Brian Gibbs.

  • Meanwhile, in Sebastian County, Arkansas, government drug investigators are ensuring the safety of citizens by staging heavily armed, late-night raids on citizens’ houses, where they threaten the lives of everyone in the house, including sleeping babies — without bothering to check the address on the mailbox to see whether they are actually even forcing their way into the right house. (Oops! My bad!) Then, after releasing their innocent victims from the shackles they had forced them into, the cops they went down the street to the right house, where they broke into somebody else’s home, threatened three other innocent people’s lives, and forced them into cages at gunpoint, for the completely nonviolent offense of having marijuana.

  • Meanwhile, in Universal City, Texas, government police are ensuring the safety of citizens by surrounding innocent women and children in their cars, pointing guns at them and screaming at them to put their hands up, and then forcing their way into the car before they realize — oops! our bad! — that they had the wrong car and the wrong people, and were threatening the lives of a black woman with three children who had nothing to do with the white man they were trying to ambush. Since government police never face any consequences whatsoever for their fuck-ups, no matter how high-stakes, violent, reckless, traumatic or dangerous to the safety of innocent citizens, the police department is waving it off as an unfortunate coincidence. They refer to the use of such high-stakes, violent tactics in uncertain situations, with incomplete information, to terrify and overwhelm innocent women and children, as doing our jobs, and publicly state that We would not change what we did. Of course they wouldn’t; who’s going to make them?

  • Meanwhile, in Tavares, Florida, government police are ensuring the safety of citizens by interrogating and then arresting Latina women who are not suspected of any crime, for not giving her name fast enough or producing identification papers on demand. The government police officer told his victim that she had to provide ID because he needed to put her name in a database. When she said she needed to go to the car to get it, the cop arrested her for resisting arrest and had her locked in a jail cell for 5 hours.

  • Meanwhile, in Hamilton, Ontario, government police are ensuring the safety of citizens by staging hyperviolent drug raids, forcing their way into apartments at gunpoint, forcing the citizens in them to the floor, then slamming their faces into the floor and kicking them when they try to explain that the cops have the wrong address. Po Lo Hay’s safety was ensured so good and hard that he ended up with stitches above his eye, a bloody nose, welts, and a broken rib.

  • Meanwhile, in Bridgewater, England, government police are ensuring the safety of citizens by threatening them with electrical torture devices and then accidentally hitting them with a 50,000 volt electric shock to their genitals, in the course of an unnecessary traffic stop intended to investigate whether or not they were committing the completely nonviolent offense of driving without government-mandated corporate car insurance. For accidentally inflicting the worst pain that this innocent man has ever been subjected to in his life, government cops are offering an Oops! Our bad!

I sure am glad that government cops are out there to ensure our safety, and local governments are there to extract tax dollars to force us all, on threat of prison, to pay for this threshold obligation. If government cops weren’t there to harass, threaten, torture, frame, jail or kill innocent citizens, all with complete legal impunity so long as they can shout an Oops! My bad! that some fellow cop or other government employee will believe, who would keep us all safe?
